149 Mr. Deasy asked the Minister for the Environment if he will grant incremental credit to a person (details supplied) in County Waterford under the granting of increments to temporary staff in view of the fact that she went from a higher grade to a lower grade and that his Department's circular letter EL 3/95 makes no provision for this situation. [15920/95]

Provisions relating to the granting of incremental credit are set out in circular letter EL 3/95 of 27 February 1995 and decisions in relation to individual cases are a matter for the local authority. I have no objection to service in a higher grade being taken into account for the purposes of aggregating temporary service. However, the granting of incremental credit will still be dependent on the requisite amount of service, set out in the circular, having been attained.
