290 Mr. Bradford asked the Minister for Agriculture, Food and Forestry if his attention has been drawn to the problems caused to the operators of smaller abattoirs by the strict interpretation and regulation of the Abattoirs Act; if he appreciates that the ante-mortem and post-mortem examination of all animals is making it difficult for the operator of a small abattoir to undertake his business; if these procedures can be changed; and if he will make a statement on the matter. I discussed the concerns of small abattoirs in some detail at a meeting with the Irish Butchers Association on 28 July.

The position is that the structural and hygiene requirements of all abattoirs are laid down in an EU Directive. While small abattoirs may be exempted from certain requirements under the relevant legislation the provisions on the ante-mortem and post-mortem examinations of animals slaughtered apply to all establishments.

These provisions are necessary to guarantee a safe and hygienic product and must be observed by all abattoirs.
