The pre-retirement allowance, which was introduced in 1990 and is an optional scheme, relieves older unemployed people of the necessity of `signing on' each week at their social welfare local office and provides them with alternative arrangements for receiving their unemployment payments. Payment is made by way of payable orders encashable at post offices.
