Question:

56 Mr. Dempsey asked the Taoiseach the reason it is necessary to receive European Commission permission to appoint local public representatives to county strategy groups. [18459/95]

County strategy groups were established in accordance with the terms of the Operational Programme for Local Urban and Rural Development agreed between the Government and the European Commission. The establishment and membership of groups is provided for at paragraph 11.4 of the Operational Programme. Any change to the groups represents a change in the terms in the Operational Programme and must, therefore, be agreed with the European Commission and approved by the Monitoring Committee for the Programme.
