The terms of appointment of programme managers, special advisers, personal secretaries and personal assistants are set out in standard contracts prepared by the Department of Finance for issue by individual Departments. The duties of a programme manager relate to the implementation of the Programme for Government which involves liaising with departmental officials and programme managers in other Departments. Special advisers are involved in the provision of advice and assistance to myself and the two Ministers of State. The personal secretaries and personal assistants are involved in the performance of general secretarial duties including duties relating to the handling of inquiries made to the offices.

The private secretaries are responsible for the day-to-day management of the offices. The staff at general Civil Service grades perform duties appropriate to those grades.
