I propose to take Questions Nos. 545 to 547, inclusive together.

The International Convention for the Protection of New Varieties of Plants of 2 December 1961, as revised at Geneva on 10 November 1972 and 23 October 1978, was ratified by the Government in May 1981. The convention was again revised at Geneva in March 1991. That revised version was signed on behalf of Ireland, subject to ratification, on 27 February 1992.

The international organisation responsible for the agreement is the International Union for the Protection of New Varieties of Plants. It is proposed to ratify the revised version when the necessary domestic legislation has been amended later this year.

The International Cocoa Agreement, 1993, was opened for signature at New York on 16 August 1993. Ireland signed the agreement, subject to ratification, on 16 February 1994. The international organisation responsible for the agreement is the United Nations Conference on Trade and Development. It is proposed that Ireland will ratify the agreement when all EU member states are also in a position to do so.
The Food Aid Convention, 1995, was opened for signature at New York on 1 May 1995. Ireland signed the convention on 30 June 1995. The convention is administered by a food aid committee established by the Food Aid Convention of the International Grains Agreement, 1967, and kept in being under the Food Aid Convention, 1995. It is intended to ratify the convention in the near future.
A proposal to sign the International Tropical Timber Agreement, 1994, opened for signature at New York in April 1994 under the auspices of the United Nations Conference on Trade and Development, will shortly be made to the Government.
I am not aware of any international agreements being drafted or prepared by international organisations with which my Department is associated.
