88 Ms F. Fitzgerald asked the Tánaiste and Minister for Foreign Affairs the international agreements under the auspices of his Department which, as of 1 January 1996, have been signed by the State but have not been ratified; the international organisation, if any, responsible for the agreement in each case; the date and place each agreement was adopted or opened for signature; the date it was signed by the State; whether it is proposed to ratify each agreement; and if so, when. The following international agreements, which are under the auspices of the Department of Foreign Affairs, have, as of 1 January 1996, been signed, but not yet ratified, by the State.

(1) Convention on the Territorial Sea and the Contiguous Zone.

* The UN is the international organisation responsible for this agreement.

* The Convention was done at Geneva on 29 April 1958.

* The Convention was signed by the State on 2 October 1958.

* It is not proposed to ratify this Convention, which has been superseded by the Law of the Sea Convention of 1982.

(2) The Convention on the High Seas.

* The UN is the international organisation responsible for this agreement.

* The Convention was done at Geneva on 29 April 1958.

* The Convention was signed by the State on 2 October 1958.

* It is not proposed to ratify this Convention, which has been superseded by the Law of the Sea Convention of 1982.
(3) The Convention on Fishing and Conservation of Living Resources of the High Seas.
* The UN is the international organisation responsible for this agreement.
* The Convention was done at Geneva on 29 April 1958.
* The Convention was signed by the State on 2 October 1958.
* It is not proposed to ratify this Convention, which has been superseded by the Law of the Sea Convention of 1982.
(4) The Convention on the Continental Shelf.
* The UN is the international organisation responsible for this agreement.
* The Convention was done at Geneva on 29 April 1958.
* The Convention was signed by the State on 2 October 1958.
* It is not proposed to ratify this Convention, which has been superseded by the Law of the Sea Convention of 1982.
(5) The United Nations Convention on the Law of the Sea.
* The UN is the international organisation responsible for this Convention.
* The Convention was done at Montego Bay, Jamaica, on 10 December 1982.
* The Convention was signed by the State on 10 December 1982.
* The State intends to ratify this Convention as soon as possible.
(6) The Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea of 10 December 1982.
* The UN is the international organisation responsible for this agreement.
* The Convention was adopted by the General Assembly of the UN on 28 July 1994.
* The Convention was signed by the State on 29 July 1994.
* The State intends to ratify this agreement as soon as possible.
(7) The Fourth ACP-EC (Lomé) Convention (as revised).
* The European Commission is the international organisation responsible for this agreement.
* The Convention was done at Mauritius on 4 November 1995.
* The Convention was signed by the State on 4 November 1995.
* The State intends to ratify this Convention later this year.
(8) A Protocol to the Fourth ACP-EC (Lomé) Convention allowing for the accession of Austria, Finland and Sweden to the Convention.
* The European Commission is the international organisation responsible for this agreement.
* The Protocol was concluded at Mauritius on 4 November 1995.
* The Protocol was signed by the State on 4 November 1995.
* The State intends to ratify the Protocol later this year.
(9) An Internal Agreement on the Financing and Administration of Community Aid under the Second Financial Protocol to the Fourth ACP-EC (Lomé) Convention (establishing the 8th European Development Fund).
* The European Commission is the international organisation responsible for this agreement.
* The agreement was done at Brussels on 20 December 1995.
* The agreement was signed by the State on 20 December 1995.
* The State intends to ratify the Agreement later this year.
(10) European Convention for the Peaceful Settlement of Disputes.
* The Council of Europe is the international organisation responsible for this Convention.
* This Convention was opened for signature at Strasbourg on 29 April 1957.
* The Convention was signed by the State on 29 April 1957 in Strasbourg.
* Ratification is not under active consideration.
(11) 7th Protocol to the European Convention for the Protection of Human Rights and Fundamental Freedoms.
* The Council of Europe is the international organisation responsible for this Convention.
* This Convention was opened for signature at Strasbourg on 22 November 1984.
* The Convention was signed by the State on 11 December 1984 in Strasbourg.
* Ratification is not immediately foreseeable due to the range and complexity of legislation which would be required.
(12) 11th Protocol to the European Convention for the Protection of Human Rights and Fundamental Freedoms, Restructuring the Control Machinery established thereby.
* The Council of Europe is the international organisation responsible for this Convention.
* This Convention was opened for signature at Strasbourg on 11 May 1994.
* The Convention was signed by the State on 11 May 1994 in Strasbourg.
* Ratification is under active consideration.
The following agreements have been concluded under the auspices of the European Communities and have been signed, but not yet ratified by the State. It is proposed to ratify the agreements and to this end to seek the approval of Dáil Éireann to each of the agreements at a suitable early date:
