Question:

47 Mr. Nolan asked the Minister for Finance the number and the gender of the job-sharers who competed in respect of Civil Service inter-departmental competitions for promotion to Assistant Principal level, Higher Executive Officer level and Executive Officer level for each of the years 1992 to 1995; the number and the gender of the job-sharers who were successful in each competition; and if he will make a statement on the matter. The information on the number and gender of job-sharers competing and the numbers successful in interdepartmental promotion competitions, as requested by the Deputy, is unavailable. The Civil Service Commissioners do not require applicants for interdepartmental competitions to indicate if they are job-sharing and, therefore, is not in a position to indicate either the participation rates or the success rates of job-sharers in such competitions.

The job-sharing scheme has been in operation since 1984 and there are currently over 1,900 civil servants job-sharing. Job-sharing staff are eligible for promotion on the same basis as full-time staff, subject to meeting the appropriate eligibility criteria. Offers of promotion are usually made on a full-time basis. If the officer wishes to resume job-sharing, she or he must apply for job-sharing in the new grade and find a suitable partner in the normal way. Officers may, however, be promoted without going back to full-time working if such an arrangement is acceptable to management, a partner is available in the new grade and subject to whatever training arrangements may apply.
