Question:

52 Mr. B. O'Keeffe asked the Minister for Justice if it is the Government's intention to ensure that Bulgaria is removed from the countries blacklisted relative to visa restrictions. [2226/96]

Article 100C of the Treaty establishing the European Union provides that the Council, acting on a proposal from the Commission and after consulting the European Parliament, shall determine the third countries whose nationals must be in possession of a visa when crossing the external borders of the member states. The effect of Council Regulation (EC) No. 2317/95 of 25 September, 1995 is that Bulgarian nationals must have visas when crossing the external borders of member states. It is a matter for the Commission to make proposals to amend the regulation.
