Will the Tánaiste indicate which committee of the House will deal with the matter of votes for emigrants which was discussed yesterday?

A paper on that will be passed to the Select Committee on Finance and General Affairs shortly.

The next Intergovernmental Conference will be held on 25 March and, when responding to the leader of the Opposition, the Tánaiste said he intended to have a debate prior to that meeting in the House. Is it intended that a White Paper will be published in advance of that meeting so that we may have a comprehensive debate? When is it intended to hold that debate.

I informed the leader of the Opposition, Deputy Ahern, that we should have ample opportunity to debate the issues before the Intergovernmental Conference commences and the White Paper will be published well in advance of that.

On the matter of promised legislation can the Tánaiste give the House some indication of the timescale for the introduction of the health boards Bill whose provisions will reorganise the health services, including the replacement of the Eastern Health Board?

It appears that that Bill will be introduced also in the autumn.

Which autumn?

I call on the Minister for Enterprise and Employment, Deputy Richard Bruton, to move that leave be given to withdraw Financial Resolution No. 4 — General — which was moved by the Taoiseach on 8 February 1995.
