14 Mr. M. Kitt asked the Minister for Health if he will set up an appeals office for health board payments; and, if so, when this will be done. [5690/96]

Limerick East): In the health strategy document “Shaping a Healthier Future”, there is a commitment to establish a formal appeals systems in relation to medical cards, the disabled person's maintenance allowance and subventions towards private nursing home care. The disabled person's maintenance allowance scheme is in the course of being transferred to the Department of Social Welfare. My Department, therefore, has been considering an appeals system for medical cards and private nursing home subventions only. An interim scheme is in existence in respect of private nursing home subventions.

The initial consideration of an appropriate system in respect of medical cards has been completed and this is being assessed in the context of the wider issues relating to the assessment of eligibility for medical cards.
