Question:

81 Mr. D. Ahern asked the Taoiseach the procedures in place within his Department for monitoring the use of mobile phones by unestablished staff for purposes which are personal to the authorised user; the plans, if any, he has for improvements in this respect; and if he will make a statement on the matter. [9422/96]

The procedures in place in my Department for monitoring the use of telecommunications facilities, including mobile phones, are that all invoices are referred to the users for certification of whether the charges relate to official or personal use. Those charges which are certified as official are paid from the Departments' voted moneys. Personal charges, where they arise, are paid by the users.

All Departments, including my Department, will over the coming months undertake a review of the policies relating to telecommunications facilities for the purposes of a report to the Committee of Public Accounts arising from its consideration of the report of the Comptroller and Auditor General on the management of telephone facilities in the Civil Service.
