124 Mr. Dempsey asked the Minister for the Environment the reason the rate support grant for Carlow Urban District Council fell from £448,199 to £67,771 during the period from 1984 to 1995. [9901/96]

Rate support grant allocations to all local authorities, including Carlow Urban District Council, have been adjusted on a number of occasions from 1984 to 1995 to take account of various structural adjustments to the system of local financing during that period, including the removal from local authorities of a variety of levies and statutory demands, the writing-off of Local Loans Fund debt repayments, and the provision for direct rate payments by the ESB to local authorities. The effect of these adjustments must be taken into account in any comparison of the rate support grant allocation in 1995 with previous years' allocations.
