Question:

92 Mr. Cowen asked the Minister for Finance the reason a person working in the Civil Service at central Government level is not allowed apply for vacancies which occur at health board or local authority level; and if he will make a statement on the matter outlining the rules that are applicable and the reason therefor. [10087/96]

While civil servants may compete, if otherwise qualified, for open competitions for positions in a health board or local authority, they are not eligible to apply for positions restricted to employees already serving in the relevant health board or local authority; similarly employees of these organisations are not eligible to apply for positions in the Civil Service confined to serving civil servants. This system is designed to safeguard the outlets available to the employees concerned and in general works satisfactorily.
