Question:

171 Mr. Aylward asked the Minister for Justice if she will approve an application by a person (details supplied) in County Kilkenny to obtain a licence to use explosives, as detailed in representations made by Deputy Aylward to her on 8 March 1996. [10820/96]

Under the Explosives Act, 1875, the granting of a police certificate for the possession of explosives is a matter for the local Garda superintendent and I have no statutory function in the matter. However, I had inquiries made of the Garda authorities and I have been informed that the Garda are not prepared to issue further certificates to this person. They are willing to consider an application for the issue of certificates to a qualified explosives expert and shot-firer employed by him.
