Ceisteanna—Questions. Oral Answers. - Powers of Attorney Regulations.

Question:

7 Dr. Woods asked the Minister for Equality and Law Reform when he will publish the regulations which will give effect to the Powers of Attorney Bill; and when the new legislation will become available to the families of persons who suffer from Alzheimers or other incapacitating diseases. [11926/96]

Within the next week or so the Minister expects to complete consultations with the Dublin Solicitors Bar Association on a revised draft of the regulations to be made under the Powers of Attorney Act, 1996, and he will then formally make the regulations. An order bringing the Act into operation on 1 August next will be made at the same time.

Is it hoped the regulations will be ready for 1 August?

They will be welcomed by many people from the Alzheimer's Society and other groups. We have given our support to the legislation and the regulations will be welcome when they become available. It was suggested the regulations would be discussed by the Select Committee on Legislation and Security. If that is possible without delaying their introduction it would be worthwhile. The main concern is for simplicity for those involved.

I welcome the support for this measure. I understand the draftsman has completed drafting the regulations. I will convey to the Minister for Equality and Law Reform the Deputy's request for the involvement of Members of the Oireachtas before the regulations come into force. It is a decision for him and, in view of the all-party support for the measure, I will convey the request to him.

A short meeting of the committee would suffice for discussion.
