Question:

109 Mr. Ellis asked the Minister for the Environment whether his Department will undertake an environmental impact assessment of the effects of the use of mobile telephones and the waves created by such telephones. [12990/96]

The environmental impact assessment process applies to particular projects and it is not applicable to issues such as those referred to in the question. The planning issues involved in the provision of a mobile telephone network are dealt with in the land use guidelines already issued by my Department in draft form and which will shortly issue in their final form. Otherwise, I have no function in relation to non-ionising radiation arising from the use of mobile telephones.
