Written Answers. - Refuse Skips Safety Measures.

135 Mr. Callely asked the Minister for Justice the consideration, if any, she has given to introducing improved safety measures in the use of refuse skips; if her attention has been drawn to the way such refuse skips are placed on public footpaths and roadways unlit or without any protective notice; and if she will make a statement on the matter. I am informed by the Garda authorities that the placing of rubbish skips on public roads is subject to local parking by-laws. In the case of Dublin, the relevant by-laws are the Dublin Area Traffic and Parking By-Laws, 1986. The Garda is satisfied with the general level of enforcement of these by-laws.

I am further informed by the Garda authorities that statistics for prosecutions relating specifically to this issue are not readily available. These prosecutions are recorded in the Commissioner's Annual Report on Crime under the general headings of Obstruction and Local By-laws, and copies are available in the Oirechtas library.
