On 2 July 1996 I received a submission from the National Newspapers of Ireland dated 1 July 1996 seeking the immediate implementation of the recommendations of the Commission on the Newspaper Industry, starting with the removal of VAT on newspapers and the introduction of legislation to prevent the below cost selling of newspapers. I had previously received submissions from the National Newspapers of Ireland recommending the prohibition on the sale of newspapers below average marginal costs. These submissions raise complex issues to which I will respond as soon as possible.
