391 Mr. Dempsey asked the Minister for the Environment the plans, if any, he has, in relation to the steps recently announced by his Department to tackle the problem of drugs in local authority estates, to ensure that similar problems encountered by private landlords are dealt with on an equal footing; the changes, if any, he will propose in relation to landlord tenant legislation to achieve this; and if he will make a statement on the matter. The legislative measures proposed to deal with the problem of drugs and anti-social behaviour in local authority housing estates are designed to cater for the particular circumstances of those estates which are managed under the Housing Acts. The question of anti-social behaviour in dwellings generally, or in dwellings to which the Landlord and Tenant Acts apply, are not matters in which I have any functional responsibility. I might add, however, that the legislative measures already announced include a proposal to allow health boards to refuse or withdraw SWA housing assistance on grounds of anti-social behaviour.
