142 Mr. Martin asked the Minister for Education the nature and content of the instructions given to Westmeath vocational education committee in 1994, not to proceed with the Montbard project in France; the person who gave and the person who precisely received the instructions and to whom they were given; the methods by which they were given; and the dates on which the instructions issued. 143 Mr. Martin asked the Minister for Education if she will produce and lay before the Houses of the Oireachtas a letter which was forwarded to Westmeath vocational education committee on 11 February 1994, instructing the vocational education committee not to proceed with the Montbard project in France; and if she will provide a copy of such letter to each Member of Dáil Éireann. I propose to take Questions Nos. 142 and 143 together.

A communication sent by my Department by fax to County Westmeath vocational education committee on 11 February 1994 sought clarification on a number of issues regarding the proposed Montbard project. The communication advised that further action would not be taken until clarification was forthcoming.

A letter of 16 May 1994 expressed concern that the proposal was being progressed despite the request of 11 February and repeated the request that no further action be taken pending an outcome to the consideration of the proposal by the Department.

A letter of 28 July 1994 asked the vocational education committee to confirm that no further commitments had been made in relation to this project since receipt of letter of 16 May 1994 or would be entered until such time as the matter had been fully considered by both the Departments of Education and Finance.

These communications were addressed to the acting chief executive officer of the County Westmeath vocational education committee and signed by officials of my Department.
I do not consider that it would be appropriate to provide copies of any of these communications to each Member of Dáil Éireann.
