Question:

127 Mr. M. Kitt asked the Minister for the Environment the basis for circular letter S.7/87 which states that pensioners may have their pensions revised to take account of all pay increases, whether implemented as a general pay increase or as a grade or special increase; and if he will make a statement on the matter. [21218/96]

In his budget Statement of 1986, the Minister for Finance announced that, with effect from 1 July 1986, public service pensions would be revised to take account of all pay increases with effect from the same dates as such pay increases came into effect for serving staff. Circular Letter S.7/87 authorised local authorities to implement this decision. It should be noted that this change did not affect the policy whereby certain increases which arise from a significant regarding or restructuring of a grade are not passed on to pensioners.
