Question:

20 Dr. Upton asked the Minister for Justice the current position in relation to the appointment of traffic wardens in Dublin; the Department or organisation which is responsible for their appointment; and the Department or organisation which provides funding in respect of this service. [19604/96]

Traffic wardens in the Dublin Metropolitan area are appointed by the Garda Commissioner in accordance with the provisions of the Road Traffic Acts, 1961 to 1994. The cost of the traffic warden service is met from the moneys provided in Vote 20 — Garda Síochána and in 1996 £1,649,000 has been budgeted for this service.

The Government agreed in principle on 26 July 1995 to accept the recommendations of the Minister for the Environment on the Dublin Transportation Initiative inter alia, to the appointment by Dublin Corporation of a director of traffic to take over responsibility from the Garda for the traffic wardens, on the spot fines and tow-away services, to introduce wheelclamping and have overall responsibility for traffic management in Dublin city.

The Minister for the Environment commissioned a special consultancy study to define the organisational structures required to ensure that the director could fully and effectively discharge his or her functions and that the new post and unit within Dublin Corporation would have optimum operational capacity, functional independence and self-financing capability. I understand that the study is expected to be completed shortly and that necessary action will then be taken to appoint the director of traffic.
