Vol. 472 No. 2

Written Answers. - Human Rights in Colombia.

Ray Burke

Question:

98 Mr. R. Burke asked the Tánaiste and Minister for Foreign Affairs the Government's and the EU's response to the rapidly deteriorating situation in Colombia; the steps, if any, being taken by the EU under the Irish Presidency to stem the spiral of violence in Colombia; and the Government's and the EU's response to the alleged human rights abuses committed by British Petroleum in Casanare. [22846/96]

Concern for human rights is an important factor in EU relations with Latin America generally. European Union Ambassadors are tasked with monitoring the situation with regard to human rights abuses and with reporting on these matters so that the EU can respond appropriately.

The Government is concerned at the situation in Colombia. Over the past number of months the President of Columbia has been engaged in a domestic political crisis which has hindered the progress of talks with the various insurgent groups operating in the country. Colombia also suffers gravely from violence perpetrated by armed drug traffickers.

With regard to British Petroleum, it has been reported that this company has formally asked the Colombian Attorney-General to investigate the situation concerning the company's alleged role in human rights abuses in the Casanare region. The company has refuted the allegations and announced that all personnel and records will be available for investigation.
