Question:

24 Mr. J. Walsh asked the Minister for Finance the implications, if any, the recently proposed Public Service Management Bill will have on the functioning of his Department. [22162/96]

The Public Service Management Bill will provide a statutory basis for the creation of a new management structure in the Civil Service. The framework for this new management structure was set out in Delivering Better Government published in May this year. This new structure will enhance the management, effectiveness and transparency of operations of Government Departments and offices. It shall also clarify the responsibility and accountability of civil servants while preserving the discretion of Ministers in relation to their responsibilities to the Oireachtas.

The Government approved heads of a Bill for drafting on a priorty basis. It is intended to publish the Bill early in the new year. The implications for the functioning of individual Departments of State, including the Department of Finance, will be set out at that time.
