It is anticipated that Ms Mairead Mullaney will be contracted in 1997 to continue the upgrading of the Department's library facilities at a cost of £23,757. In addition, sanction has been sought from the Department of Finance to retain the services of Mr. Noel Dorr to act as the personal representative of the Tánaiste at the Intergovernmental Conference until the end of Ireland's involvement in the EU Troika next June. The estimated cost of this is £24,070. It is also expected that further expenditure will be incurred in connection with the project on performance appraisal being undertaken by Price Waterhouse. These costs will be met from the provision of £70,000 contained in Subhead A.7 of the Department of Foreign Affairs Vote which is outlined in the abridged version of the Book of Estimates.

Actual and estimated costs for consultancies are not available for 1997 in respect of the Irish Aid Programme. In addition, reviews, evaluations and reports, which are prepared for the Irish Aid Programme, are carried out by the staff of the audit and evaluation unit of this Department.

There has been no change in the position outlined in my reply to Question No. 44 of 22 May 1996 in relation to the use of any public relations service by the Department of Foreign Affairs or the office of the Tánaiste. No semi-State bodies come under the aegis of the Department of Foreign Affiars or the office of the Tánaiste. As the Deputy is aware, the White Paper on Foreign Policy was published this year by the Department of Foreign Affairs. Details of the costs are given in my reply to Question No. 57 of 16 April 1996.
A study was also commissioned and received by the Anglo-Irish and information division at the Department of Foreign Affairs. The study, which was conducted by Professor Richard Sinnott of University College Dublin, was entitled "Choosing an electoral system for elections to an elected body in Northern Ireland". The cost of this study is £1,500.
