Question:

147 Cecilia Keaveney asked the Minister for the Environment the consideration, if any, being given to introducing an R plate for those drivers who have just passed their tests; and if he will make a statement on the matter. [3052/97]

While a number of countries apply restrictions to newly qualified drivers, there is no consistent approach to the range of restrictions applied and there is no specific basis to suggest that such restrictions have a direct positive effect in road safety terms. Restrictions of this type are not applied in most EU member states and, while I will continue to monitor results achieved where they apply, I have no proposals at this stage to provide for their introduction here.
