Written Answers. - Technical Assistance Fund.

Question:

210 Mr. Callely asked the Minister for Social Welfare the successful applicants for funds from the technical assistance fund in 1996; the criteria applied to avail of these funds; if he has satisfied himself in this regard; and if he will make a statement on the matter. [5602/97]

The 1995 budget provided a sum of £450,000 for training and other forms of technical assistance to participants on the back the work allowance scheme. In 1996 this amount was increased to £600,000 and this year, due to the anticipated significant increase in the number of recipients of the allowance, a sum of £1.2 million has been made available. This support is mainly for back to work allowance recipients engaging in self-employment projects, many of whom are unable to provide for the following requirements due to financial constraints: assistance in preparing a business plan/marketing strategy; start your own business courses and business skills training; help with business accounts; advertising and printing; preparation of submissions for capital funding etc.; and preparation for interviews and CVs for those opting for employment. Grants are made available following consultation with the Department's local job facilitator. The number of recipients assisted by the back to work allowance scheme in 1996 was 2,163. The grants are paid to the supplier of the relevant service and not directly to the recipient. I am satisfied that this form of assistance is making a signficant contribution to the sustainability of businesses set up under the back to work scheme.
