Written Answers. - Defence Forces Reorganisation.

Question:

29 Miss Quill asked the Minister for Defence the arrangements, if any, the military authorities have made to inform the personnel of the forces of developments in implementing the reorganisation plan for the Defence Forces; whether he has satisfied himself that these arrangements are sufficient; and if he will make a statement on the matter. I assure the Deputy that I have at all times emphasised the importance of communication and consultation with all interested parties with regard to the reorganisation process of the Defence Forces.

In this regard, dissemination of information on the Defence Forces Review Implementation Plan is widely encouraged by the military authorities. Steps have been taken by the military authorities to ensure that all Defence Forces personnel are kept informed of developments in the carrying out of the implementation plan. This is currently achieved by means of publications in the monthly Defence Forces newsletter, Connect, which is provided free of charge to all serving members of the Defence Forces. Additionally, information on the reorganisation is continually passed down the military chain of command by means of briefings and conferences.
In addition the representative associations are also kept fully informed of developments through the normal channels available under the Defence Forces Conciliation and Arbitration Scheme. I understand that since 1 March 1996, officials of my Department have had 20 meetings with the representative associations to discuss various issues related to the reorganisation including the voluntary early retirement scheme, manpower policy and the restructuring of the force itself.
