Question:

1 Mr. Martin asked the Minister for Education if she is seeking additional staff to assign to the examinations branch of her Department; if she has satisfied herself that there is sufficient staff in the examinations branch to ensure the smooth running of the 1997 junior certificate, leaving certificate and leaving certificate applied examinations; if outstanding industrial relations issues have been resolved in the examinations branch; and if she will make a statement on the matter.[10311/97]

My Department has made a submission to the Department of Finance for additional staff in accordance with procedures set down by Government. Discussions with officials of that Department are continuing.

As I previously indicated to Deputy Martin in my reply to his question on 5 March 1997, the work of the examinations branch of my Department rises to a peak in the summer months. The peak period is from the start of the certificate examinations in June to the issue of the junior certificate results in mid-September. The approach taken to managing this pattern involves a combination of core permanent staffing, temporary employees and overtime working.

As the Deputy is aware, industrial action has been undertaken by members of the Public Service Executive Union in my Department. The action involves members of the union refusing to carry out work related to vacant posts and to co-operate with any new work or scheme which they deem to require additional resources. However in mid-March, arising from discussions between the Department and the union and following representations to the union by the National Parents' Council, the union agreed to co-operate with the implementation of assessment and examination arrangements for the leaving certificate applied programme. The assessment of task-work has proceeded satisfactorily and will be completed on Friday, 18 April. Arrangements for the remaining examinations for the leaving certificate applied are progressing satisfactorily. All other arrangements for the leaving certificate and junior certificate examinations are on schedule.

The present position on the industrial relations front is that, following lengthy discussions, my Department has made an offer to the Public Service Executive Union in an effort fully to resolve the dispute. A ballot of the members of the union is being held to consider the matter. It is expected that the result of the ballot will be communicated to the Department early next week. I hope a satisfactory outcome will be arrived at quickly.

I would welcome a speedy resolution of this dispute because it has dogged the preparation of the examinations for a number of months, with particular negative implications for the leaving certificate applied programme. How many additional staff is the Minister seeking for the examinations branch? It is now almost one year and eight months since the revelation of the art examination debacle in Sligo and my understanding is that not one additional person has been allocated to the core staff of the branch.

I do not have the precise number. A number of new posts are being offered and we have put in place the acting up posts and consequential filling of some posts sought by the union. An offer has been made and it is being balloted on at present. While I look forward to a speedy resolution of the dispute, we should respect the right of union members to ballot on the proposals. I expect their response will be to welcome the package and we will know next week. I do not have any more information.

I accept that an industrial relations process is under way but my question was a simple one. The Minister confirmed she had made a submission to the Department of Finance to seek additional staff. I inquired how many she had sought and I find it extraordinary that she does not have the figures, because her officials should have anticipated this question. Have any additional staff been appointed to the examinations branch since the introduction of the leaving certificate applied programme to deal with its operation and administration?

This dispute affected the leaving certificate applied programme because the union considered that its members' workloads were intolerable and that staff resources were inadequate. Extra work is arising from various areas, such as improvements and tighter procedures in the running of the certificate examinations. The dispute arose because the union did not think there were enough staff to take on what they saw as additional work burdens. The leaving certificate applied programme recommenced following submissions to the union by the National Parents' Council. In view of the commitment of the Department and the staff to the programme, we were able to proceed with it in the meantime since mid-March.

I do not have the details because there have been opening bids and posts were sought. The talks went on from the middle of March until recently. An offer of posts was made to the union and we will know its response next week.

The Minister is being somewhat evasive in answering my specific questions. I understand the industrial relations process but I am asking about the allocation of staff to the examinations branch since the art examination debacle of 1995 and about any additional staff allocated to the leaving certificate applied programme. I take it that no additional staff have been appointed to that programme.

Has the work survey of the examinations branch, which the Minister outlined in a previous parliamentary reply, been completed? If not, when will it be?

The Department of Finance has conducted a survey of the needs not only of the examinations branch but of the special education section in Athlone. That is ongoing and was relevant to the number of posts offered to the union. I am not being evasive — matters of industrial relations procedure and Protocol are involved.

All I asked was whether the survey was completed.

We are anxious that the Department's workload be tackled. We were able to respond by making an offer on staff numbers. The workload in the special education section is increasing also. An offer of posts has been made, following intensive discussions with the Department of Finance, and we will know next week whether it has been accepted.
