Question:

128 Mr. Broughan asked the Minister for the Environment and Local Government when he will introduce a pension scheme for city and county councillors; the terms under which he will introduce such a scheme; and when he will review the meagre expenses of this essential element of our democracy. [15944/97]

A submission from the General Council of County Councils on a pensions scheme for councillors was made to my immediate predecessor in November 1996. In his reply to Question No. 37 of 14 May 1997 in this matter, he indicated that there were practical difficulties with this proposal and I have also informed the general council of this position.

However, I am prepared to examine the possibilities to see if some other appropriate measure of recognition can be given to long serving councillors on their retirement. Any such recognition will require legislation.

With regard to the annual allowance system for councillors the introduction of strategic policy committees will call for some adjustments in the system and I therefore intend to have a review of relevant issues carried out as soon as possible.
