Question:

22 Mr. Quinn asked the Minister for Finance when the report of the consultants engaged by his Department to make proposals in relation to the introduction of performance-related pay in the Civil Service will be completed; if he will publish this report; and if he will make a statement on the matter. [15691/97]

The consultancy in question relates to assistance with the design and development of a performance management system for use in the Civil Service. Such a system is essential to optimising performance at all levels in the Civil Service as intended under the Strategic Management Initiative.

The consultants will complete their work by end-November. Following consideration of their report, which will be given to and discussed with staff interests, it is expected that a performance management system will be implemented in each Department and office in 1998.
Implementation will be undertaken in accordance with the participative approach provided for under Partnership 2000. I should point out that there has already been considerable consultation with and involvement by staff and their unions in the design and development of the system. In particular, the views of staff on how performance is and should be managed were sought in a sample survey of staff throughout the Civil Service. In addition, two project groups, representative of staff in all grades and the unions, are working with the consultants on the design of an appropriate system.
Performance related pay already operates on a limited basis for certain higher grades in the Civil Service. Following the successful introduction of a performance management system, the extension of performance related pay to other grades will be considered.
