17 Mr. Ferris asked the Minister for the Environment and Local Government the plans, if any, he has to ensure compliance with the second directive 91/439/EEC on driving licensing. [16281/97]

176 Mr. Deasy asked the Minister for the Environment and Local Government if the necessity for a second test for category A1 motorcycle drivers is in line with the EU Directive on driving licences, 91/439/EEC; if not, the reason this directive has not been implemented; and if he will make a statement on the matter. [16284/97]

I propose to take Questions Nos. 17 and 176 together.

A number of substantial provisions of Council Directive (91/439/EEC) on driving licences have already been applied through regulations made under the Road Traffic Acts. Further draft regulations to provide for the application of remaining provisions of the directive, including those relating to licensing of motorcycle drivers, have been submitted to the European Commission in accordance with required consultation procedures.
Subject to the satisfactory completion of this consultation, I propose to make these regulations as soon as possible.
