Question:

209 Mr. Bradford asked the Minister for the Environment and Local Government his views on whether all tenants of local authority homes, including those tenants who reside in small-type dwellings and apartments, should be entitled to purchase their houses under the tenant purchase scheme. [17031/97]

I am satisfied that as many house types as appropriate come within the scope of the 1995 tenant purchase scheme. The scheme is available to local authority tenants of at least one year's duration and applies to all rented dwellings excepting the following: houses designed for and occupied by elderly persons; demountable dwellings; flats which would require arrangements for the upkeep and management of common areas, works or services other than by the purchaser — in this connection, I refer to the reply to Question No. 178 of 14 October; and houses which authorities are satisfied ought not to be sold for reasons of good estate management or on account of their structural condition, or ought not be sold for the time being on account of any proposals an authority may have to carry out improvement works under the remedial works scheme or otherwise.
