Question:

91 Mr. Sargent asked the Minister for Finance the proposals, if any, he has to illuminate the area of the operation of private charities in Ireland, for instance, through the publication of a register of organisations recognised by the Revenue Commissioners as having charitable status or through the appointment of an independent registrar of charities; and if he will make a statement on the matter. As the Deputy will be aware, for reasons of confidentiality, the Revenue Commissioners do not supply details about applicants for charitable exemption for tax purposes nor provide a list of organisations to whom such exemption has been granted.

In the context of the wider question of the appointment of an independent registrar of charities, I understand my colleague, the Minister for Justice, Equality and Law Reform, Deputy O'Donoghue, has included in his legislative programme the reform of the law relating to the administration and regulation of charities along the lines of the report of the Committee on Fund-raising Activities for Charitable and Other Purposes, and the subsequent report of the advisory group on Charities Fund-raising Legislation.
