Written Answers - Amsterdam Treaty.

Question:

60 Mr. Stagg asked the Minister for Arts, Heritage, Gaeltacht and the Islands her views on the aspects of the Amsterdam Treaty relating to her portfolio; the plans, if any, she has to advance international co-operation in the field, both inside and outside the EU; and if she will make a statement on the matter. A constitutional referendum on the Amsterdam Treaty will have to be held before the Treaty can be ratified. My colleague, the Minister for Foreign Affairs, will publish on behalf of the Government, a White Paper which will inform the public debate on the Treaty prior to the referendum.

In common with my Government colleagues, I generally welcome the provisions of the draft Treaty. I particularly welcome the protocol designed to enhance public service broadcasting and, in particular, to secure the funding arrangements for such services in the Union. I also welcome the provision which will allow people to correspond with the institutions of the EU in the Treaty language of their choice. It is of great significance that this provision also embraces the Irish language. The amendment to Article 128 designed to ensure respect for and to promote diversity of cultures within the Union is an advance on the existing provisions of the Treaty relating to culture.
On the question of advancing international co-operation in areas within my ministerial portfolio, I and the bodies operating under my aegis will continue to actively participate in the deliberation of the formal international fora of which Ireland is a member both inside and outside the EU. Such matters will also be pursued on a bilateral basis through personal contacts as resources permit.
