Question:

168 Mr. Stanton asked the Minister for Finance the number of inspectors the Revenue Commissioners have in place to detect abuses relating to form RCT 1 relating to the building industry; if he has satisfied himself regarding the current operation of the system in relation to form RCT 1; and if he will make a statement on the matter. I am informed by the Revenue Commissioners that as part of their audit and compliance programmes they have recently introduced a specific initiative to review compliance with the RCT 1 regulations by principal and subcontractors in the construction industry.

Twelve officers have been assigned to the project in the greater Dublin area. Principal and-or subcontractors found to be in contravention of the RCT 1 procedures will be obliged to rectify the position immediately, and to pay any tax, interest and penalties due as a result of their noncompliance. It is proposed to extend the project to districts countrywide in the immediate future.
The Revenue Commissioners are satisfied that these measures will correct any possible abuses of the RCT 1 procedures and, when taken together with their ongoing audit and compliance programmes, will represent an effective deterrent against the emergence of such abuses in the future.
