81 Mr. N. Ahern asked the Minister for Finance the way in which the new Garda recruitment scheme is being operated by the Civil Service Commission; if the applicants are being grouped as was previously the case; if points from examination results stage will be carried forward and included in results after the interview stage; and if he will order an end to the practice of contacting referees or existing employers until it is necessary and a decision to recommend for appointment has been made. The selection tests for recruitment to the Garda Síochána have been introduced following acceptance by the Garda Commissioner and the Civil Service Commissioners of a consultant's report on selection methods for the Garda Síochána. The consultant's report identified the key skills and qualities necessary for effective performance on the job.

Stage I of the selection tests includes qualifying analytical and reasoning tests and a job simulation exercise. Stage II comprises a competitive interview and written communication exercise. Candidates who have reached a satisfactory standard in the tests at stage I have been placed in groups. Candidates will be called to stage II in accordance with their groupings and recruitment requirements over the next three years. The results of stage I are not carried forward to stage II in line with the consultant's recommendations. It is not proposed to alter these arrangements.

Admission of trainees to the Garda College is a matter for the Garda Commissioner. Under the Garda Síochána (Admissions and Appointments) Regulations, 1988, the Garda Commissioner cannot admit a person to the Garda College as a trainee unless he is first satisfied as to the person's general suitability and good character. Consequently, any contact with referees or employers, as is necessary in connection with the screening of candidates, must be completed prior to the offer of a place in the college.
