89 Mr. N. Ahern asked the Minister for Social, Community and Family Affairs whether a person can receive orphan's allowance and fostering allowance for the same child at the same time; and if not, the co-ordination, if any, there is between his Department and the Department of Health and Children to prevent this occurring. Orphan's contributory allowance is payable by my Department subject to satisfying the statutory contribution conditions. Any other allowance or income is not taken into account.
In relation to orphan's non-contributory pension this pension is payable subject to a means test. However, payments by a health board in respect of a child who is fostered are specifically exempted from this means test. Eligibility for foster care allowances are a matter for my colleague the Minister for Health and Children.
