Written Answers. - Orphan's Allowance.

Question:

89 Mr. N. Ahern asked the Minister for Social, Community and Family Affairs whether a person can receive orphan's allowance and fostering allowance for the same child at the same time; and if not, the co-ordination, if any, there is between his Department and the Department of Health and Children to prevent this occurring. [19256/97]

Orphan's contributory allowance is payable by my Department subject to satisfying the statutory contribution conditions. Any other allowance or income is not taken into account.

In relation to orphan's non-contributory pension this pension is payable subject to a means test. However, payments by a health board in respect of a child who is fostered are specifically exempted from this means test. Eligibility for foster care allowances are a matter for my colleague the Minister for Health and Children.
