Vol. 483 No. 2

Written Answers. - Grant Payments.

John Perry

Question:

97 Mr. Perry asked the Minister for Agriculture and Food when the records of land plots from a person (details supplied) in County Sligo will be digitised in view of the fact that he has not received his headage payment; when payment will issue in this regard; and if his Department will expedite payment in view of the fact that he is under severe financial pressure. [19950/97]

Given that 1997 is the first year in which the land parcel identification system required by the EU has to be operational, all digitising must be completed before 1997 sheep headage can be paid. Every effort is being made to clear the maximum number of area aid applications by the end of this month so that payment can be made in this and other cases during the next two to three weeks.

Question:

102 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his 1997 cattle headage. [19978/97]

In the case of the person named his application has been cleared and payment will be made in the near future.

Michael Ring

Question:

103 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid the first instalment of her REP scheme. [19979/97]

This person's application is one of a number relating to a large estate in County Mayo. It is necessary to clarify the entitlements in this case as well as those of a number of other applicants on the estate to determine the areas eligible for REPS. When this has been done the application in question will be further processed.

Question:

104 Mr. Ring asked the Minister for Agriculture and Food when the 89 farmers nation-wide who have leased commonage in their REP scheme applications, 66 of whom are in County Mayo, will be paid; whether they have received payment; and, if not, when payment will issue. [19980/97]

As the Deputy is aware an agreed solution has been reached by my Department with the planning agency involved. Payments will be made on a case by case basis as soon as details relating to leases and certain other aspects have been clarified.

Michael Ring

Question:

105 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his first REP scheme instalment in view of the fact that this delay has caused severe financial hardship; and if he will make a statement on the matter. [19981/97]

Payment will be arranged as soon as certain details relating to the application have been clarified.

Question:

106 Mr. Ring asked the Minister for Agriculture and Food the number of farmers in County Mayo and nation-wide on a county basis who have had their headage and premia payments held up due to area aid application being digitised for the land parcel identification system; and when this matter will be settled. [19982/97]

The information in the format requested is not available. However details in respect of cases under each scheme that have not been paid due to area aid application difficulties including parcels not digitised, no application lodged, errors in the application such as overclaims, etc. are shown in the following table.

It should be noted that almost 700 applications under the 1997 cattle headage scheme in County Mayo are under query with the farmers concerned. Even if their area aid applications are in order, these cases cannot be processed for payment until the relevant queries are resolved.

Given that 1997 is the first year in which the land parcel identification system required by the EU has to be fully operational, all digitising must be completed before 1997 cattle and sheep headage and special beef and suckler cow premia can be paid. Every effort is being made to clear the maximum number of area aid applications by the end of this month so that payment can be made during the next two to three weeks.

107 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid her 1997 cattle headage in view of the fact that the delay is causing hardship. [19983/97]
