272 Mr. Perry asked the Minister for Social, Community and Family Affairs if his Department will grant a third level allowance to a person (details supplied) in Dublin 2 in view of the fact that he will be forced to leave college due to the fact that his rent allowance has been stopped and his parents cannot afford the expenses and the necessary appeals have been rejected; and if he will make a statement on the matter. The third level allowance is an educational opportunities programme which is aimed specifically at unemployed people and lone parents. In order to participate, a person must be at least 21 years of age and in receipt of an unemployment or lone parent payment for at least six months immediately prior to commencing an approved course of study.

The person concerned was in receipt of unemployment assistance up to 19 October 1996. He was on a community employment scheme from 1 November 1996 to 17 October 1997 and commenced his course of study on 22 September 1997.

He made a further application for unemployment assistance on 27 October 1997. His application was disallowed because, as a full-time student, he was not available for work.

He applied for the third level allowance on 28 October 1997. He was not entitled to the allowance because he was not in receipt of an unemployment payment for six months. It is not possible, within the scope of the scheme, to authorise a claim where the basic conditions of entitlement are not satisfied.
