206 Mr. Quinn asked the Minister for the Marine and Natural Resources the EC, ECSC or EURATOM directives wholly or partly under the auspices of his Department that are not fully implemented; the subject, date and reference number of each; the date on which implementation is or was due; the proposed mode of implementation, that is, a Bill or a statutory instrument; when it is proposed to implement the directive in each case; and if he will make a statement on the matter. I propose to take Questions Nos. 206 and 208 together.

The European Directives under the auspices of my Department that are not yet fully implemented are set out in the following table (A).

Amendment of Merchant Shipping (Load Line) Rules, 1968 (S.I. No. 205 of 1968)

To take account of the 1988 protocol relating to the International Convention on Load Lines.

Within the sea fisheries sector, certain individual fisheries are regulated by statutory instruments under the Fisheries Acts, 1959-94. These statutory instruments are routinely made on a monthly or bi-monthly basis to take account of fishing patterns and available quotas. Such instruments will continue to be made in this context.
It is anticipated that a Fisheries (Common Fisheries Policy) (Control) Order will be made fairly shortly. The order will,inter alia, consolidate all secondary legislation relating to the provisions of the EU Control Regulation (Reg 2847/93 and amendments) and the provisions of the Logbook Regulation (Reg 2807/83 and amendments).
In relation to aquaculture, statutory instruments are being prepared to give effect to the Fisheries (Amendment) Act, 1997. Three commencement orders in respect of application, fees and appeal regulations are proposed in addition to the aquaculture regulations, relating to the management and operation of aquaculture.
With regard to fishing vessel safety, it is proposed to introduce comprehensive safety regulations for fishing vessels on foot of recommendations of the fishing vessel safety review group. The proposed statutory instruments will cover fishing vessels, radiocommunications equipment, safety training and manning. The proposed effect of these regulations is to: set down specific requirements for fishing vessels in relation to,inter alia, construction and stability, machinery, electrical equipment, fire protection, fire fighting appliances and life saving appliances, and to introduce a strict enforcement regime through regular structural surveys and equipment inspections; set down the marine radiocommunications and ancillary equipment required to be carried on board fishing vessels and to provide for regular surveys of same, in order to improve the safety of vessels and their crews by ensuring a rapid search and rescue response to vessels in distress; provide for mandatory basic safety training for fishing vessel crews with a view to protecting fishermen's lives in the event of an accident at sea; and introduce new manning requirements to raise skill levels on fishing vessels.
