Written Answers. - Defence Forces Appraisal Scheme.

Question:

363 Dr. Upton asked the Minister for Defence the new format of appraisal of FCA and An Slua Muirí officers; when it was introduced; the numbers appraised using this format to 31 December 1997; the way in which the concepts underpinning this new format have been communicated to the individuals officers of the 20, 14, 18 and 24 Battalions, 3 and 5 field S and T companies and 6 field artillery regiment; the units where no appraisals have commenced to date; and if he will make a statement on the matter. The new format of appraisal of FCA and Slua Muirí officers provides that the officer being appraised is advised of the contents of the appraisal and signs his agreement to same. It was introduced for the reporting period January-December 1997. As the deadline for submission of returns is the end of March 1998, no details of the numbers appraised or the units where appraisals have been carried out are available yet.

Before this new format was introduced the views of the officers concerned were sought and the concepts underpinning the new format broadly reflect their input. A copy of the proposed new format was also submitted to the Reserve Defence Force Representative Association. The Performance Appraisal Reports and Guidance Instruments were issued to the Naval Service and all Commands who in turn were responsible for forwarding to the unit and formations of the Command concerned.
