747 Mr. Quinn asked the Minister for Justice, Equality and Law Reform the proposed statutory instruments being prepared in or under the auspices of his Department; the proposed effect of each; and if he will make a statement on the matter. [1102/98]

The information requested by the Deputy is set out in the following tabular statement:

Garda Síochána (Registration of Certain Births and Deaths occurring outside the State) Regulation 1998 (replacing S.I. No. 71 of 1989 (Garda Síochána Registration of Certain Births and Deaths occurring outside the State)).

Amendment of format to be used for registration of births and deaths which occur while members of the force are engaged on duties outside the State.

Garda Síochána (Associations) (Superintendents and Chief Superintendents) (Amendment) Regulations, 1998

To provide for changes in the election process sought by the Association for Garda Superintendents and the Association of Chief Superintendents

Garda Síochána (Associations) (Amendment) Regulations 1998

To provide for changes required in the Regulations resulting from the adoption of a new constitution by the Garda Representative Association and to provide for new elections following the resolution of the representation dispute.

Rules of the District Court (Family Law Rules)

To give effect to the provision of the Family Law Act, 1995 and the Family Law (Divorce), Act 1996

Rules of the District Court (Criminal Justice Rules)

To give effect to the provisions of the Criminal Justice (Miscellaneous Provisions) Act, 1997 and other minor matters

Rules of the Circuit Court (Data Protection Act, 1988)

To prescribe the Circuit Court procedures in respect of appeals brought under section 26 of the Data Protection Act, 1988

Rules of the Circuit Court (Domestic Violence Act, 1996)

To provide for procedures in relation to making applications to the Circuit Court under the Domestic Violence Act, 1996. These rules are in substitution for the rules contained in Circuit Court Rules (No. 3) of 1982 (S.I. No. 152 of 1982) which will be revoked

Rules of the Superior Courts (Criminal Justice Act, 1993)

To provide for additions to Order 86 and Appendix U to make provision in relation to applications by the Director of Public Prosecutions to review sentences on the basis of undue leniency pursuant to section 2 of the Criminal Justice Act, 1993, applications pursuant to section 6(8) of the said Act in respect of any compensation Order made or varied by the Court of Criminal Appeal and applications to quash a conviction or review a sentence pursuant to section 2 of the Criminal Procedure Act, 1993

Rules of the Superior Courts (Review of decisions to award a Public Contract)

To prescribe procedures in relation to the review of the award or decision to award a public contract

Rules of the Superior Courts (Proceeds of Crime Act, 1996)

To make provision for a new Order (113B) to make provision in regard to applications under the Proceeds of Crime Act, 1996

Rules of the Superior Court (Stock Exchange Act, 1995 and the Investment Intermediaries Act, 1995 and the Irish Takeover Panel Act, 1997)

To make provision for procedure in appeals to the High Court from decisions of Committees under the said Acts and for applications to the Court under specified sections of the Acts

Rules of the Superior Courts (Injunctive relief for liquidators)

To make provision for application by motion for injunctive relief in winding-up situations

Rules of the Superior Courts (Urgent Applications)

To provide that in urgent applications evidence may be given by copy affidavit where the original has not yet been filed

Rules of the Superior Courts (Employment Appeals Tribunal)

To substitute a new Order 105 for the existing Order 105 to include provision for appeals under the Adoptive Leave Act, 1995

Rules of the Superior Courts (Appeals from the Hepatitis C Compensation Tribunal)

To provide for procedures in relation to appeals from the Hepatitis C Compensation Tribunal to the High Court

Rules of the Superior Court (Legalisation Conventions) being considered by the Supreme Courts Rules Committee

To make changes in Rules of Court for purposes:—(i) the Hague Convention abolishing the requirements of legalisation for foreign public documents (1961);(ii) the European Convention on the abolition of legalisation of documents executed by diplomatic or consular officers (1968), and(iii) the Convention abolishing the legalisation of documents in the member states of the European Communities (1987)

Decommissioning Act, 1997 (Decommissioning) Regulations, 1998

The Regulations will give effect to the proposals of the Independent International Commission on Decommissioning in relation to schemes for the decommissioning of illegally held arms

S.I. under the Criminal Justice (Legal Aid) Act, 1962

The Regulation will allow the Minister for Justice, Equality and Law Reform to refer the question of assessment of the appropriate fees payable to a Solicitor or Counsel under the Criminal Legal Aid Scheme, to the Attorney General or other person nominated by the Minister for determination, in cases where a dispute has arisen as to the fee that is payable

Maternity Protection (Calculation of Maximum Compensation) Regulations

To prescribe the method of calculating the maximum amount of compensation which may be awarded in favour of an employee by the Employment Appeals Tribunal, or a Rights Commissioner

Video Recordings Act, 1989 (Supply Certificate and Labelling) (Amendment) Regulations, 1996

These Regulations provide for changes in relation to the labels and labelling of video recordings

Regulations to provide for a national age card scheme

To reduce the purchase of intoxicating liquor by under-age persons

Licensing (Combating Drug Abuse) Act, 1997 (Forfeited Property) Regulations

To provide for the sale of forfeited sound equipment and for the proceeds of such sales

Criminal Justice Act, 1994 (Section 46(1)) Order

An order adding to the list of countries designated under that section

Criminal Justice Act, 1994 (Section 47(1)) Order

An Order adding to the list of countries designated under that section

Criminal Justice (Drug Trafficking) Act, 1996 (Section 6) Regulations

To permit officers of Customs and Excise to attend at and participate in the questioning of persons detained under Section 2
