Question:

63 Mr. Gilmore asked the Minister for the Environment and Local Government the proposals, if any, he has for amending the Constitution to accord constitutional recognition of local government and to fix the intervals at which local elections take place; and if he will make a statement on the matter. [2465/98]

I am favourably disposed to a constitutional amendment along the lines indicated and the matter is being addressed in the context of the programme for the renewal of local government. I expect to be in a position to make an announcement later this year following consideration by Government.
