132 Mr. Crawford asked the Minister for Agriculture and Food when the 1997 headage payment will be made to a person (details supplied) in County Monaghan. [2595/98]

Given that 1997 is the first year in which the land parcel identification system required by the EU had to be fully operational, all digitising must be completed before 1997 cattle headage can be paid.

The land declared by the person named is currently being digitised and payment in respect of 1997 cattle headage should issue within the next two weeks.

The person named applied on 15 animals under the 1997 cattle headage scheme. One of the animals applied on was also applied on in another herd. This duplicate application is being investigated at present and a decision on whether or not payment can be made will be taken when the investigation is completed.

The person named applied on 46 animals under the 1997 cattle headage scheme. At an on-farm inspection of 15 September 1997, it was discovered that seven of the animals were not taggeed as required by Clause 11 of the terms and conditions governing the scheme. A reduction penalty, as set out under Clause 29 of the terms and conditions, must therefore be applied.

The person named was informed accordingly by letter dated 28 January 1998 and given the opportunity to appeal this reduction penalty decision. When a reply is received from the person named, the matter will be considerd further.

Payments of 1997 cattle headage should issue within the next two weeks.

139 Mr. Deenihan asked the Minister for Agriculture and Food when the first instalment of the special beef premium will be paid to a person (details supplied) in County Kerry. [2605/98]

The person named applied for four animals under the July 1997 ten month special beef premium scheme. This application was selected for field inspection at which it was found that one of the animals was a bull, having been declared by the applicant as a steer. In accordance with the terms and conditions governing the scheme the animal was rejected and a 25 per cent penalty on the remaining three eligible animals was applied.

The herdowner was advised on 1 December 1997 of the outcome of the inspection and of the penalty to be applied. The 60 per cent advance payment issued on 26 January 1998.

140 Mr. Deenihan asked the Minister for Agriculture and Food when beef premia will be paid to a person (details supplied) in County Kerry. [2606/98]

The person named did not submit an area aid application in 1997 and as it has now been established that he applied on less than 15 livestock units, arrangements are being made to pay the 60 per cent advance under the scheme. It is expected that payment will issue within the next ten days or so.
