494 Mr. Barrett asked the Minister for the Environment and Local Government if he will introduce legislation to allow local authorities introduce free parking permits for residents in residential areas as part of their overall parking plans. [8743/98]

Section 36 of the Road Traffic Act, 1994 empowers road authorities to make by-laws governing the parking of vehicles in parking places on public roads and the payment of fees in respect of such parking. Such by-laws may, at the discretion of the road authority concerned, provide for exemptions from the payment of parking fees for specified classes of vehicles, including vehicles which display a resident's parking permit.
