247 Mr. Durkan asked the Minister for Defence the number and names of persons working in a public relations or similar capacity, whether directly or on a consultancy basis, for his Department; the person or persons to whom each individual group reports; the precise function of each individual; the terms, conditions of employment and remuneration in each case; the Vote or subhead from which this remuneration is taken; the operating instructions, if any, given in each case and by whom; the outside agencies, if any, involved in this work; if so, the extent of this involvement; the extent and nature of back-up facilities, if any, available to these persons; and if he will make a statement on the matter. Apart from the Department's press liaison officer, who is a full-time civil servant, the Department has one firm — Brindley Public Relations — on contract on an ad hoc basis to publicise the Towards 2000 programme for Civil Defence. The firm reports to Civil Defence senior management and quotes for each individual assignment. The average annual cost of the service is approximately £5,400. This cost is charged to either subhead V Civil Defence or subhead U Miscellaneous Expenses of the Defence Vote, as appropriate. To my knowledge, the only outside agencies engaged by Brindley PR are freelance photographers who take photographs on its behalf for transmission to various media.

I am satisfied that this public relations work has been worthwhile and has resulted in a broader familiarity among the public with the Towards 2000 programme.
