86 Mr. Spring asked the Minister for Justice, Equality and Law Reform the reason for the delay in introducing legislation to ratify the UN Convention Against Torture of 1984; when this legislation will be produced; and if he will make a statement on the matter. [11530/98]

Certain changes are necessary in our domestic law before Ireland would be in a position to ratify the convention referred to by the Deputy. The necessary legislation forms part of the extensive legislative programme which I have under way in my Department at present. Work on the preparation of the legislation within my Department is well advanced and, while I am not in a position to give a definite timescale for completion of the legislation in question, I hope to advance it further as quickly as possible, subject to other legislative priorities.
