213 Mrs. B. Moynihan-Cronin asked the Minister for the Environment and Local Government when he will introduce a scheme to assist individuals who are endeavouring to set up systems to recycle paper and plastics; the policies, if any, in place to deal with the problem of the disposal of these items; if he will consider designating the year 2000 as a green year; and if he will make a statement on the matter. I refer to the replies to Questions Nos. 10 and 187 of 14 October 1997 regarding the steps being taken to increase recycling. I will continue at all times to take appropriate measures to promote the development of policy and performance in relation to waste management, including recycling. I have no proposals, however, for any special designation of the year 2000 as a green year.
